Kinda! They're part of the NYPD, but are doing some detective work in the story. The girl is Kanuka Clancy from Patlabor, the guy is an OC I made called Okimoto. I've basically been making art for my Patlabor fanfiction series as of late, and this is the cover for a side story called "Kanuka's Report" lol
