How you do that texture btw?

It's a noise texture
Most programs have an option to add it (I did it in Clip Studio Paint, just go to “Filter/Render/Perlin Noise”, I usually set the Scale very small).
If you can't find a similar option, you can get it from the internet. Once you've done that, all you have to do is set the Layer to “Soft Light”, ‘Overlay’ or “Hard light” however you think looks best.
